So far we have focused on the context of public administration-the values, structures, and relationships you need to understand to act effectively and responsibly in public organizations. Ethics is, of course a branch of philosophy and is concerned with the study of moral principles and moral action. To properly define ethics, therefore, we must first understand the meaning of morality. Morality is concerned with those practices and activities that are considered right or wrong¡F it is also concerned with the values those practices reflect and the rules through which they are carried out within a given setting. Morality expresses    certain values that members of the group hold to be important and is reflected in laws, rules, and regulations, Orin policies and procedures. Moral action, in turn, is action that is consistent with the groups most basic commitments about what is right and what is wrong. Et his involves the use of reason in determining a proper cause of action. Ethics is the search for moral standards. So this paper expresses ethics importance .In addition to formal control, countermeasure, establishing an Ethical Climate, undertake active programs to promotes ethics.
